According to Stephen's death certificate he is divorced at the time of his death. It appears that Stephen and Flora divorced by 1926 as she is married to Arthur Wiebke on 5/22/1926. They did list his wife as Flora so apparently he never remarried or if he did his daughter did not acknowledge the marriage.
